Ordinarily, Bishir is a non-issue, but where politics come in the whole matter, Bishir might be acting out a script, hence the reason to straighten the facts which had been bent by him on behalf of the kind of people he represents.
Another reason Bishir is a non-issue is his crass display of illiteracy in the usage of the phrase ‘exploitation’ in the entire scheme. In case Bishir and his ilks do not know, exploitation cannot have a base in this scheme because in the first place it is heavily subsidised for would-be beneficiaries. Katsina State government is injecting a huge 450 million Naira as subsidy without a single kobo of interest in the scheme. In the first place what gain or benefit would the government drive after forfeiting a huge amount of N450 million which will not derive an interest of a single kobo? So, we can see where Bishir is coming from.
Shema’s seeming quiet disposition to all these, which is not a sign of weakness, but allowing everyone to say his mind should be instructive that comments are indeed free – more so that we are in a democracy - but facts must also be sacred.
Latching in on the loan scheme by Bishir is an attempt at misleading and subsequently set the workers against an administration that means well for the state’s civil servants. Fail Bishir will, because the same workers who are being set against the state government are better placed to know the facts of the matter simply because they have the records of whatever transaction that might had taken place in respect of the whole loan scheme. If there are any shady transactions that tend to put the beneficiaries of the scheme at the receiving end, the workers, through their unions, who know their rights, would have since raised an alarm to that effect. So, who is really fooling who?
For the attention of Bishir: according to the Oxford dictionary, exploitation means ‘treating unfairly in order to gain an advantage or to make money’
Where was Bishir all this while when private organisations and individuals connive with union leaders to give loans of motorcycles to workers at the exorbitant rate of about a hundred thousand Naira while the actual cost of the motorcycle is around 50,000 Naira? A disturbing aspect of this short-changing of workers is that these motorcycles are not seen physically, instead they give the workers N45, 000. Also, banks give agricultural loan to the workers with a high interest of more than 20 per cent. This is the worst exploitation one can think of because Katsina State government in a way does subsidise agriculture. Fertilizer, farm implements and seedlings are heavily subsidised. Can Bishir claim ignorance of this, because this too is to public knowledge.
What does he think of the over 20 per cent interest rate banks charge on the agric loan they offer workers in the state? If he actually knows the meaning of exploitation, this is it in its raw sense. In the first place, it is the highest charged on any kind of loan in Nigeria, except this exploitative motorcycle loans which the state government does not know anything about. This particular so-called motorcycle loan has more than 100 per cent interest attached to it. I challenge Bishir to rise up to the occasion and reverse this exploitative agric and the non-governmental motorcycle loans if he actually means well for the civil servants in the state, if not he is a bloody lair. No more, no less.
Shema is workers’ friendly, which is why he initiated this particular scheme. It is on account of this friendliness that during every Sallah, the state and local governments give their workers a salary advance with a grace of repayment period in order to alleviate some difficulties experienced by the workers in observing such festivities. To lessen workers’ burden in the state, over 3,000 workers mostly teachers, doctors and other medical staff had been employed.
Shema considers the workers while making sensitive appointments. For instance, both the former and incumbent secretaries to the state government were drawn from the civil service, others are the Chief of Staff, the Executive Secretary of the Universal Basic Education, Executive Director of Rural water Supply and Sanitation, Managing Director of Katsina State Agricultural and Rural Development and host of others. With all these, Bishir should look elsewhere to do his damage, that is if he cannot be convinced, for as the situation is in Katsina, things are just going on well in all sectors, I bet Bishir.

One Comrade Bishir Dauda had, in the Weekly Trust of June 26, 2010 went to town with lots of falsehood on government policies he is so ignorant about and therefore incompetent to speak on. It is about the 450 million naira vehicle loan scheme the Katsina State government initiated.
